Intense rain flooded the northern part of West Virginia over the weekend, killing at least five people in flash floods and partially collapsing an apartment building. The same storm system had also devastated parts of San Antonio,

Residents in San Antonio were recovering after a month's worth of rain swamped parts of the city, trapping drivers, triggering treacherous water rescues, and leaving more than a dozen people dead.

The San Antonio Fire Department told CBS News on Saturday that 13 people have been found dead after flooding on highways in Texas.
